Eligibility Rules

Be currently enrolled in high school in the 12th grade, AND meet one or more of the indicators of economic need listed below.

  • Enrolled in a federal free or reduced-price lunch program at school, based on US Department of Agriculture (USDA) income levels. Enrolled in a program for the economically disadvantaged (for example, a federally funded program such as GEAR UP or Upward Bound).

    Note: If the student participates in a program, but is not economically disadvantaged, they are not eligible for a fee waiver.

  • Resides in a foster home, is a ward of the state, or is homeless.
  • Family receives low-income public assistance or lives in federally subsidized public housing.
  • Family‚Äôs total annual income is at or below USDA levels for free or reduced-price lunches on the USDA Food and Nutrition Service website.
Apply with a Fee Waiver
  1. If you believe you qualify for a fee waiver, you must submit, prior to registration, all of the following documents:
  2. Your documents must be signed by a school official
  3. Email your completed document to ADM-ACT@uiowa.edu. This email must come from the student's email address.
  4. When your fee waiver information is confirmed you will be registered for the ACT test by the ACT Coordinator.
  5. The ACT Coordinator will contact you to get the best available location and date for your test.
  6. Once the registration is complete, you will receive a confirmation email with instructions and an admission ticket.
  7. Please bring the admission ticket with you to the test.
